Tom is a technology leader with more than 20 years’ experience turning tech into measurable business outcomes. He joined StarVale in 2026 to lead its IT function and is shaping the roadmap for the next generation of our web platforms and lottery and raffle programmes.
Throughout his career, Tom has helped organisations use technology to solve real business problems, always starting with what the client needs rather than what the technology can do.
Before joining StarVale, Tom spent more than two decades helping businesses map out a technical direction, running every major project rollout, and building a portfolio of solutions spanning the Modern Workplace, Dependable Infrastructure, and Cyber Security. His focus on quality and attention to detail ensured the successful procurement and retention of clients, whilst persistently working to reinforce the strength of the service, rather than the cost. Tom has led complex transformations for organisations across the UK, moving businesses away from legacy platforms to modern infrastructure, primarily using Microsoft Cloud platforms. He is comfortable designing secure, ready-to-deploy solutions that enable clients to launch their new sites, fully configured and compliant, from day one. To further flex his management and tech experience muscle, he successfully guided teams to achieve Cyber Essentials Plus, ISO 27001 and ISO 9001, and helped secure partner accreditations with multiple hardware and software vendors.
At StarVale, Tom drives the strategy and leadership behind our technology. His top focus is delivering a clear tech roadmap and providing a reliable, modern platform for our clients and their supporters. Under his guidance, the IT team is responsibly harnessing AI-assisted development to innovate quickly without compromising on quality. Tom combines structured, well-governed project delivery with a cross-functional team culture, building a multi-skilled unit where everyone collaborates across the entire tech stack.
Through his leadership, Tom is helping StarVale build a rock-solid technology foundation, with a focus on innovation and ideas that move lottery management forward.
